This maybe the reason why flippers get new IPOs

Simple, if most of people who IOI'ed are flippers,
well, Etrade has no choice but giving shares to
some flippers.

I would be willing to bet that many people who buy IPO
through Etrade are flippers. These people are small investors,
and (forgive me here) are young and inexperienced. They
jus can't control the desire to trade for a few quick
cash. Some of them may even have problem with their
buying powers to stay in several IPOs for more than 30
days.

So, if everyone flips, there is no flipper anymore.
