It's hard to organize anything of any size without leaving a bunch of ripples. The 9/11 investigation shows that very clearly. We should be tracking ripples, not erecting barricades...

Yup. One of the problem FBI used to (and probably still) operates is to collect evidence to obtain convictions. There will never be a conviction of a suicide bomber if he succeeds, if he is caught, there will not be enough evidence to convict him in a jury trial.

So we are basically lacking tools to deal with terrorists domestically. We can arrest them and keep them locked up the length of the unsuccessful prosecution, but then, they have to be released.
