"U.S. policy blamed for illegal immigrant death toll

TUCSON, Ariz. - U.S. immigration policy that concentrates border enforcement in urban areas has contributed to a record death toll this year among illegal immigrants trying to cross the Arizona desert, witnesses told a civil rights advisory panel Friday.

Witnesses at the hearing said the government purposely funneled border crossers into Arizona by strengthening enforcement on the Mexican border at El Paso and San Diego starting in the mid-1990s.

The result has been that more people are trying to cross in more remote and dangerous areas.

"I think clearly the Border Patrol policies of putting their emphasis into urban areas of the border has contributed to the deaths of illegal immigrants," Andrew Silverman, a University of Arizona immigration law specialist, told the Arizona advisory committee to the U.S. Civil Rights Commission.
