A similar reporting structure exists in Carrier circles, only the reporting criterion for carriers is such that the outage must affect at least 30,000 (50,000?) customers. Maybe the measure above will reduce the number of shenanigans taking place (these could include some dubious discretionary plant shutdowns for "maintenance activities") where they exist but are not warranted. What's next on the governor's list of remedies? I suppose pre-qualifying and approvals for planned shutdowns would be next. At most, these measures reach the point of diminishing returns. What are the larger issues and near term remedies, short of erecting new plants, which could not be achieved overnight?
