Nasrallah said he didn't expect a full war last summer, and I believe it. I think Hizbullah just tried to snatch some Israeli soldiers as a distraction and a bargaining chip. They acted on Iran's orders because Iran was up before the UNSC then, just as it is now. This time Iran did it themselves instead of using their proxy force.
