Let's look at it from a different perspective. China is interested in adding phone system capabilities, adding subs overall is big national priority. But, head to head competition may not be in national interest at the present time, becuase that would mean churn from GSM carrier to cdma. While good for Unicom from a financial perspective, it might not be best for China right now. Unicom has been pretty straightforward for a long time that it considers the cdma service to be premium service, i.e., more expensive.
