It's not common but it has been the case several times that the TSE and AMEX prices have been way out of whack. Volume is very low at the present time and as a result the arbitragers have backed away to avoid become "investors". It also happens with major moves in the USD/CAD rate but today that is obviously not the cause of the difference you noted.
