Absolutely it's against the rules for both Visa and Mastercard. Mastercard is easier to deal with on the issue, call 1-800-300-3069. Visa wants you to call the card issuer, but they usually give me a number at the central office. Then when you call Visa they like to give me the run around. The one reason I've found to choose Mastercard over Visa.
