I am relying mostly on my experience in Dallas with medical risk contracting. (Not just in my own office but on an oganizational scale) The timeline here is that contracts and participation agreements with doctors, hospitals, and other providers are done by the end of September and the Participating Provider lists are then sent to press (printed up in large runs) before October. The contracts with employers are then signed by the end of October. The employers then present employees with choices of plans (if there are any choices) and they have November and December to commit, usually after checking the published provider lists.

I was under the impression that this was pretty much how the calendar runs across the country. I thought I saw a confirmation of this in print regarding OXHP (as I was looking for it before investing) but I cannot now recall that source. If you have more specific information about OXHP and how it varies from this schedule then that would be more useful, please share it here.
