Regarding the 'un-employed (due to lost job in the downturn)
not having to pay 'daily tax obligation', like sale-tax at
stores, I was not kidding.

Sure, like most thing, there is un-intended consequence,
lost tax revenue has to be made up ( paid ) by others.

We're already sticking it to the grandkids due to the
'catastrophe happened to the US treasury', the sale taxes
is probably minimal vs. all the billions/trillions throwing
at WS/IB.
