I think Bush totally ignored terrorists after taking office. Condi Rice, his National Security Adviser at the time, was a Soviet expert focused on Russia and China. The guy Clinton had had on AQ, Richard Clarke, was cut off from oval office access, which he had enjoyed with Clinton, described in his book. Terrorists were a thing the silly Clinton team had worried about. Clarke was the ONLY Bush official to apologize for 9/11. I doubt Bush even READ the NS memo titled "AQ determined to strike in the US", as he was snoozing and cutting brush in Crawford when it was released.

I think Bush at some level KNEW all of this, and it partially explains his eight year over-reaction to the event. It's undeniable 9/11 happened while Bush was in charge. He personally elevated Osama to his level, by making him a personal enemy and saying he'd "track him down dead or alive" and "smoke him out of his cave" - neither of which he accomplished.

Then, his entire political team and Bush himself moved to exploit the event. We know the results.
