Isn't this what the SIM/RUIM is designed to do in the dual mode handsets?

This is the deal, wireless is not just a handset thing, it needs the cooperation on both ends. For instance if you are doing a handoff from one system to another system then Mobile has to do something, the networks also have to do something. That's why you need to do something back there to.
