I have no doubt that you are correct. but this is hardly a tactic used only by conservative reps. I am not a great Tom Delay fan, even though I consider myself to be relatively conservative, but I have seen politicains of all ilk use this tactic. Another favorite tactic that I saw used a lot was during the debate over the balanced budget, a politician would submit a bill that he knew could not pass that required a balanced budget or attach an amendment requiring a balanced budget to a bill that he or she was certain would not pass, so that they could tell their constituents they voted for a balanced budget. Flappy, we would have to spend all of our time watching these guys to learn their tricks and we would probably miss some anyway.
