Yet, in your state, people do smoke crack while driving and not wearing seatbelts! I KNOW they do, because I've seen it happen. But, I'd rather they do that than text while driving without a seatbelt while getting a BJ - I've seen that happen in your state too. Bored freeway commuter in a traffic jam.
