I have no idea what she is talking about. Richard Nixon thought about foreign policy all the time. Often enough, it was related to how he could be elected, and it was not very helpful to young men who were going off to Vietnam (or to people living in SE Asia). But he certainly thought about it. She is dissing Nixon when she says this, albeit unintentionally.
