A Cat 5 can become a stonger Cat 5. It's all related to the barometric pressue. There is a table that says when the pressure is this then the sustained winds must be that.
When the pressure rises they know the wind speed is less.

Hurricane Gilbert (1988) holds the record for the lowest barometric pressure of any Altantic Hurricane since they started recording. Something like 26.22 inches of mercury.
