He did not consider that "being arrested". That sounds like Clinton not considering he had sex with Monica because it was just oral and had some help from a cigar :-) There is no proof of allegations about cocaine or other irresponsible behavior. He was an alcoholic and abused cocaine. There is ample material about this. The fellow who helped him get into the Air Guard says that no one asked him for a favor, neither HW nor W. Who knows? Come on. He got to stay in the Air Guard while his peers were being popped right and left in Vietnam. He did not even show up after a while - there is a report to prove this. He dropped out because he did not want to take a routine blood test (guess this was during the cocaine period). I can look around tomorrow for the links if you wish, but you can find them easily enough with five minutes in Google.
