that's always been the argument against vouchers and other ways to gut the public schools. If you allow the best parents and students to flee there is no pressure to improve the schools- since pressure comes mostly from parents, who will move heaven and Earth to assure that their children are well educated. I know I volunteered countless hours to make sure my kids had the optimal experience in their schools- and I know many many other parents who did the same. It's the power parents and their children who help to make schools excellent, and who demand excellent teaching and put pressure on admin and teachers (both positive and negative pressure).
