The problem is, Abu Ghraib wasn't just a couple of bored soldiers entertaining themselves in creative ways.

It was more than that, but it can be more than that without being systemic. Doctors were involved as you mention, certainly military intel was. It wasn't a couple of bored soldiers, but it could be a few dozen, from MPs to doctors, to military Intel, maybe a CIA operative or two and at least a couple of more senior officers. It was a severe crime but it was crime not policy.

There was also a lack of control by senior officers who were responsible for the control and shouldn't have let it happen, but in that respect it also wasn't much different than what happens in some civilian prisons in the US.

If Bush tried to cover it up, or if Bush ordered it to happen in the first place, and there was solid evidence about it, than I would support Bush being impeached, but I'm just about certain that neither of those things are true, and as far as I know, no one except perhaps for a few on the far fringe no one is even accusing Bush of doing such things.
