When the Jewish Athletes were Murdered at the olympics, Israel hunted the people involved down and killed them. I believe the operation was code named Sword of Gideon, ordered by Golda Meir and carried out by the Mossad. It continued for years and was largely successful. It's the only way, and Jews learned it the hard way over many centuries.
