The market's been behaving somewhat rationally recently. It had been discounting another drop in rates until about 3 weeks. A surging price of oil has reversed the bond market and the stock market is attempting to adjust to the possibility that another rate hike may not be possible, or that at the very least, a drop in rates is not on the horizon.
