I'm not sure that you have a handle on the "quality" issue: "Quality of Service" (QoS) and "product quality" do not carry the same meaning, at least in the telecom / WAN industry. QoS is, in laymens terms, more of a product or feature in itself. Product quality deals with how well the product meets the Customers' needs, or whether the product meets specifications.
It is not correct to assert that just because Cascade is enabling the product with QoS, that it represents a change in the quality of their product, better or worse. The two are not related.
Further, my opinion is that the product quality level of Cascade's products (and service)(and support) must be (and has been for some time) at a high level. Their customer base (notably the RBOCs) demand high quality products.
