Last time this happened the US put restrictions on imports of steel. It didn't help the steel companies all that much. But the companies which really got hurt were the American companies which which used steel to manufacture products for sale-wire and fabrication companies which competed with foreign companies that had access to the cheap foreign steel. It put a lot of small steel fabrication companies down the tubes. I
