FYI, someone mentioned Shining Path. In western terms, even one car bomb in a capital city would qualify as too much. Perhaps but the fact that they are reduced to such things (a car bomb or kidnapping every now and then from causing tens of thousands of deaths and being considered a real threat to the government) would probably put them in the "marginalized" group that I talked about. Some groups that become marginalized surrender, or make some agreement to get just a tiny bit (perhaps even just to avoid prosecution and punishment), others fade away. In some cases they make some dramatic serious of attacks of set up some last stand and truly get wiped out almost to the last man but that probably only happens in a minority of cases. It would also be a small minority of cases where an insurgency that has been marginalized to the extent that the Shining Path has, grows back in to its former "glory". In real terms it has been defeated, even if it has not been totally eliminated. Tim
