Personally I think the lower 9th should be razed and become a nature conservancy. Me, too. Politically impossible, almost 100% black and what passes for middle class in NO. Plaquemines Parish residents are in a rage regarding federal balking at spending the estimated 3 billion to repair the levees outside of Belle Chasse - the levee protects only 14,800 residents. Not sure what's essential to save but I think probably Pilottown. nola.com I didn't know about your Dad, I am sorry. How is he doing? He didn't have a heart attack, he had shortness of breath and they did an angiogram and found a lot of blockage. He got lucky.
