Folks in California gave Governor/President Reagan his start - with the "don't pay for what you spend" plan, which later proved so popular nationally.

The state and municipal budget problem in California is easy to solve, but I suspect it's going to require a a court-appointed trustee in a Chapter 9 Bankruptcy to implement.

Chapter 9 bankruptcy was what it took to fix the finances in Orange County, CA which was the epicenter of Reagan-esque financial irresponsibility and magical thinking.
