Thanks tonto. Below is a plot of temperature anomalies for August. On the surface, you can draw a big "High" in the middle of the coldest anomalies. As for the upper atmosphere, a surface ridge (cooler temperatures) corresponds to an upper-level trough (it's how a baroclinic atmosphere works, but that's beyond the realm of SI).

A hurricane can't overcome the energy of the midlatidue troughs and ridges. You may notice that midlatitude jet streams typically shred hurricanes to pieces or carry them to Europe in a day. The energetics of the midlatitude jet is phenomenal, especially considering Harvey expressed the equivalent of one million Hiroshima bombs per day, probably more, and a hurricane runs at about 5% efficiency. This denotes the massive reservoir of potential energy in the oceans and the massive kinetic energy of the midlatitude jet streams.

This is why I laugh when Dr. Mike Mann says 'climate models predicted these stagnant, coastal hurricanes, because CO2 warming weakens the jet stream and drifts the jet further north', when literally what happened this past month is the opposite.

And, take 2C away from the Gulf in August, and it's still ripe to develop Cat 5 hurricanes.
