How do you know Chartered will make it? If Chartered is making it don't you think that production will be geared toward high yields rather than low power consumption? AMD's 2GHz 512KBx2 Turion X2s are already bumping up against the 35W limit. I believe any Chartered X2 3600+ output, if it exists at all, will be geared toward standard desktop use and power consumption will be very close to that of a standard X2 3800+. That should still make it good enough for most SFFs and Media Centers, but nothing special.
