Judging by the flooding around the world, there's already more than enough water from evaporation and condensation from sea water and plants.
It's just in the wrong place at the wrong time such as kilometres of snow in Antarctica and Greenland. Or raining 12 metres per year over the Southern Alps while desert in Dubai leaves them dry.
There's something very pleasant about living next to a babbling brook. Maybe people would do better to move to pleasant habitats. Now that Malthusian population pressure is reducing, seeking refuge in the nooks and crannies of the world is less necessary .... though a billion Africans and Moslems are keen to get free stuff from and be ruled by Europeans.

National bankruptcy beckons. Borrowing and bludging are the dominant cultural norms.
What was New Zealand is now the setting, and characters straight out of Atlas Shrugged. Combined with George Orwell's 1984 and ministry of truth it's perfect.
