Why should they? They'd been withdrawn years before the N Vietnamese invasion of 1975. Peace accords were signed in Jan. 1973 and last American troops left March 1973. Blame Congressmen who voted to let N Vietnam violate the peace agreement they'd signed two years before. They even slapped a fuel embargo on S Vietnam to ensure it fell easily.
