Not sure if I understand your question...

But the US argument was compelling and it was very difficult for any member of the UNSC to vote against enforcing the BINDING resolutions made by the UNSC of 1991.

I'm sure none of them wanted to find their names written down in the history books as a nation that did not believe binding resolutions should be implemented, no matter how "inconvenient".

Voting no threatened to make the UN irrelevant, potentiallly to be superceded by other organizations like NATO.
