Interesting. The record of events is already being stirred up. It'll be interested to see if any agency puts together a comprehensive public timeline right away, or if they'll have to doctor the record.

Certainly, its easy to do. A crazy friend of mine 30 years ago threw bare wires with weights on the ends over long-distance high-voltage lines, as a lark, enjoying the sonic-boom like explosion that rolled across the valley when the wire turned into plasma. As you posted, the military throws large quantities on lines to knock them out completely. The question would be who, and what would they gain. If its anyone nefarious, we should soon see evidence of some of the usual fascist legislation, or very large dollars flowing into someone's pockets.

As far as legislation, there are parts of Patriot Act II being enacted piecemeal in other bills. If someone were to research it, there may be something considered not easy to pass, that will now be proposed once again. We'll have to watch for that. I'll send a query off to one researcher I know.

(We should start a rumor that its actually a test by the little-known "Internal National Security Activation Network for Emergencies" to help identify vulnerabilities against terrorism, and see how long it takes for someone to figure out the acronym.)
