I think it's protects American troops from retribution by not releasing the photos. I also think that a closed investigation should examine EVERY photo and get answers on each and every one: Why was the person in the photo being abused? Who did the abusing, who ordered the abuse, who observed it? Track the chain of responsibility as high as it goes with INDEPENDENT, not military, investigators. Was anything gained by it? What was the fate of the abused detainee?
