Don't forget the other reason, Americans keep trying to make sure that the poor guys in the "spy" business act like Americans, rather than as people gathering intelligence, sometimes you have to act like spies not like good ole boys. Time all of the agencies were mandated to work with each other and had computer networks that were completely connected and readily accessible. There was a rapist killer in Ontario who went uncaught for several years, because the police computers were not linked. Anti terrorist and police computers need to work together.
