So do you think Osama didn't declare war on America and the western world? Do you believe in the notion that you don't have a war unless both sides formally declare one?

Osama and Al Qaeda are/were a militaristic revolutionary group that were trying to implement their idealistic changes in Arabia through violent, revolutionary means. From what I can tell, the world has done a pretty good job of reducing Al Qaeda's capabilities by capturing 2/3rds of their known top leadership and reducing their sources of funds. This was accomplished through the war in Afghanistan and diplomatic pressure on the Saudis to clean up their Islamic charities.

Lumping these two actions and everything else Bush does in international relations as his "War on Terror" is marketing designed to give him a blank check for his policies by exploiting the typical US citizen's patriotism. He is not a wartime president - there is no "War" going on at the moment.
