I remember looking at the Boland Amendment at the time and the facts that applied and I can honestly say that anyone who claimed to understand what it said with respect to the facts that applied was lying. It was too ambiguous, as, I might add are most federal laws. It always interests me that no one and I mean no one can understand these laws until they are explained by countless court opinions and endless regulations, and even then they are ambiguous, unclear and always, always, always, and I do mean always - incomprehensible by anyone but experts in the field.
