We have many small, remote schools that cannot possibly meet the requirements.

So many people on both sides are fudging the results that it's hard to tell. They can automatically exempt about 8%, although they claim they can't. You have that Intuit population that is always waay on the left side of the Bell Curve. They can be taught. It takes excellent teaching. And the School system has a very difficult time getting top teachers in those remote locations. Especially since the Unions won't let them pay different amounts for excellent teachers.

The major problem here is what do you do with children of lower IQ, that no matter what you do, are not going to rise above HS level? Do you admit that you can't get them above a certain level, no matter what you do? Our society won't let us admit that.
