Terror attacks will indeed continue even if the US does not attack Iraq. But there probably will be a much greater number of attacks if the US does invade. There will be a huge inflow into Bin Laden's ranks.

The funny thing is that Saddam and Bin Laden are bitter enemies. The Iraq regime is secular and the number two man is a Christian. That is why it seems to me the real motives for this attack (if it comes) have much more to do with securing cheap oil and maintaining Israel's supremacy in the region than fighting terrorism.
