Very good point. If there is no possible stick, than the carrot will have to be rather large, and there is nothing to stop them from causign problems later and asking for more carrots... Sounds a LOT like the situation with N. Korea.. We gave them carrots back in '94, at the urging of Carter, and there was no threat of a stick... And here we are.. The "dear son" has nukes, and continues his intransigence. Hawk
