Clark,

The real issue is that they need more capacity.

In all of the discussions on this thread we are assuming that spectrum is scarce and very expensive. Is it a valid assumption?

What if the governments allocate large chunks of new spectrum? Wouldn't it, for some time, create enough capacity that you (as the operator) wouldn't have to pay premium for the most efficient system?
