I presume this "working model" is well founded, but would be happy if anyone has some numbers to support it.

first of all,
i would not use FLYT's
dismal failure as a yardstick to measure anything.
nor would i expect the marketing studies
conducted over the last few years to anchor the
efforts of IEL to be made available to the public.

i would wager, however,
that their numbers, support their initiative.

in any event, such speculation is pointless & will soon be moot.
