sneaking through Mexico disguised in burqas, your average Saudi or Egyptian jihadist would look somewhat conspicuous.

Jihadis won't sneak through Mexico, wear burqas, or look conspicuous. The 911 guys flew in on planes, lived here, went to flight schools, dressed like everyone else, and moved around freely and people generally paid them no attention.

Its probably harder to hijack airplanes now, but there are plenty of other targets and weapons available.
