Question about bid and ask

Today Aware finished at a bid of 14 7/8 and an ask of 15 1/2. Why is there such a big spread?? I checked two different services to ensure that it is not a typo. I thought that the SEC changes were to ensure that small investors didn't get gouged like this. Does anyone have any idea what the circumstances are that creates such a large gap??

Also is this considered bullish or bearish?? Basically, which way will the price have a greater tendency to move.
