One thing that I can add to this discussion is that the Japanese
never , ever , ever , ever, do or say things, especially
in an official capacity.(in fact even in an unofficial capacity)
that is not well discussed , well thought out, well implemented.
You can book it that they have delivered a message.
It may have sounded goofy or illogical from our perspective
but, it was a statement.
