Government has different goals than private industry. Business is about optimizing certain things; growth, profit, market share, etc. Government was designed by the founding fathers with the goal of limiting power so that we could not have a monarchy or dictatorship. That makes government inherently less efficient. It is the price of freedom. The right wing claims to worship at the alter of the constitution, but they don't even understand it.
