CPUs and RAM are two entirely different products
They are more different now than they were 20 years ago. Then memory was made with almost exactly the same process that was used in other chips. It was the packing of ever bigger address decode logic which led to the VLSI logic which was sufficient for early CPUs. It did not require a change of FABs for Intel to build CPUs, it only required a change in direction.
