There is a guy here at work with a condition that would fail every one of these tests (his count is above 15).

You're thinking of the wrong test. Before the race they are tested for red blood cell count. After the race the urine is tested for darbepoetin. The russian failed the urine test.

Your buddy may not have been able to race, but if he had raced he could of passed the urine test. Only the cheater wouldn't pass the urine test.
