Once degraded it takes energy to go uphill again. So I can get a lot of heat from Lake Ontario, but only with a colder refence to work from, like Timmins.
There have been working engines based on the heat from 200 feet down compared to surface in the ocean. The 10 degree diff boils a freon which turns a thing.
