Like most of us, he likes the state to do things when he is in favor of them.

I agree that there is a lot of hypocrisy in those who want the state to do only the things they favor while they argue for a small state when the issue is something they disfavor.

OTOH, one can argue for a small state while concurrently arguing for the state doing something you favor without hypocrisy. The sad fact is that the state is big and growing. To argue against the state doing something you favor is suicidal given that the state is going to expend resources anyway, why disadvantage that which you favor while allowing room for growth in areas that you disfavor? It's not an easy question.
