That is the whole point. The bill will be "found to be too onerous" while the status quo of illegal immigration continues unabated as another 20 or so mil illegals (maybe including al qaeda and other such terrorists) find their way across the border while the U.S. congress frets (once again) over how to "solve this problem." the majority of illegals will never put together $5000 to pay fine or what ever they call it
